Considering a data base on Regional Collective Action Facts for the period 1995-1997, a set of characteristics for the local society is proposed and supported on quantitative information. Among them, the reduced networks of conflict and violence, the prevalence of a urban and differentiated criminality, above all organized crime, and the weakness of non institutional collective action linked to possible social movements.
