A brief approach to affirmative action policies: origins, implementation and experience to ethnic- racial groups in Colombia and Cali

This article does a brief conceptualization of affirmative action policies and an analysis of relevant international experiences (United States and Brazil) and their application to the experience for Afro-Colombian population in the country and Cali. The results show that the Colombian case is characterized by a territorial and cultural ethnic bias, which provides deep differences with the policies implemented in the United States since the sixties during XX century and more recently in Brazil.
