Trade in services, its evolution and increasingly participation in countries developmentprocess, together with the renewed debate on the role of productive development policies,have opened a new area of analysis regarding trade and development that requiresfurther consideration and understanding. This paper reviews the state of the art in thediscussion on trade in services and development; and mainly, the impact that the absenceof a single definition of services and failure in public policies strategies in this sectorcan have on the development paths of the countries.
