The purpose of this research is to empirically evaluate the effect of policy and governance on heterogeneity in the provision of local public services in Mexican municipalities. We are interested in answering What is the effect of local governance and the institutional environment on the provision of local public services in Mexico? An outstanding aspect, concerning other papers, is the use of a SAR model that helps us to measure the spatial dependence of the dependent variable. There is a spatial correlation in the provision of public services that conditions the formation of municipal clusters. We also find a positive relationship between political competition and partisan alternation. The magnitude of the impact depends on the configurations of the socioeconomic conditions of the municipalities and the regional differences captured in the coefficient of the spatial lag of the dependent variable.
