The state of violence that has characterized Medellín since the end of the 20th century and the beginning of the 21st., has attracted public attention on local and national authorities. The object of this article is to analyze from the public policy approach proposed by Kingdon (1994) y (2010), how the public policy of citizen security and coexistence has been incorporated in Medellín´s government agenda to reduce the violence in the city during the period 1990-2005. The research is qualitative and descriptive; the adopted methodology consists of an analysis of specialized bibliography. Among the main conclusions, it is recognized the relevance of the confluence of all currents, namely, Actors, problems, solutions and window of opportunities, for the incorporation or redefinition of a public policy.
